JANAMAITHRI SURAKSHA

The Janamaithri Suraksha project has implemented the whole area of Paravoor Municipality. The project area consist of 29 wards. These wards are devided into 8 Janamaithri beat based on geographical margins and population. Each beat covers average 1000 houses. Each beat is allotted to one policeman as beat officer. Each beat covers an area of average 2 sq.km. The list of Janamaithri beat, the number of wards. Number of houses, name of beat officers and phone number of beat officers are furnished below:

All beat officers are visiting their beat areas frequently. The visit of all the houses in the beat area was completed by the beat officers. They collected all the details from the houses such as address and details of migrant labours, details of old age couples staying alone in the beat area, details of women staying alone in the beat area, details of families residing in rented building in the beat area, the details of centers of worship like temples, mosque, church, the details of government institutions functioning in the beat area. A separate register is maintained for all the above details collected.

The beat meeting of all the beat are conducted in every month and minutes were prepared. The beat meetings were conducted at different places at the beat area. This facilitate the people from all the beat area could participate the meeting. A woman Police Constable is detailed as Assistant Beat Officer in all the beat area. The Superintendent of Police, Kollam and DySP were attended in the beat meetings.

BEAT NO - I

(Perumpuzha,Punchirakkulam,Kallumkunnu,Mangakunnu,Pukkulam)

Beat level meeting were conducted for the Janamaithri Beat No-I on 10-04-08,4.30 PM at Friends Club, Perumpuzha. Subsequent meetings were conducted on 12-05-08, 4.30 PM at Perumpuzha UPS, 15-06-08 11.15 AM at Kurumandal Christian Church ground , 24-07-08,4.30 PM at Government UPS, Perumpuzha, 25-08-08 at Grandhasala Hall, Nedungolam Paravoor, 19-09-08 at Friend’s Club Hall, Perumpuzha Paravoor, 24-10-08 at Vinayagar ITC, 29-11-08,4.30 PM at Friend’s Club Hall and the last beat meeting was conducted on 31-12-08,10 AM at Perumpuzha UPS.

BEAT NO-II

( Vinayagar,Nedungolam,Parayilkavu,Kochalummoodu)

Beat level meeting were conducted for the Janamaithri Beat No-II on 5-04-08,5PM at Parayilkavu temple ground. Subsequent meetings were conducted on 14-05-08,4.30 PM at Kochalummoodu temple ground, 15-06-08,4.30 PM at Government LPS Parayilkavu, 31-07-08,4.30 PM at Nedungolam Government hospital compound and 29-08-08,2.30 PM at Vinayagar Viewer’s compound, Nedungolam Paravoor, 26-09-08, at Club Hall, Nedhru Yuva Kendra,Parayilkavu paravoor,19-10-08 at Kochalumoodu Harijan Colony, 23-11-08,3.30 PM at Parayilkavu Yuvadhara Library Hall and the last beat meeting was conducted on 23-12-08 at Grandhasala Hall, Kochalumoodu.

BEAT NO-III

(Pasuman,Peral,Ollal,KrishiBhavan)

Beat level meeting were conducted for the Janamaithri beat No-III on 6-04-08,4.45 PM at Ayiravally temple auditorium. Subsequent meetings were conducted on 30-05-08,5 PM at Koonayil Paura Samiti Anganam, 14-06-08,4.45 PM at Prameela Grandhasala,Koonayil and 27-07-08,4.30 PM at Ayiravally School and 29-08-08,4.30 PM at Government UPS,Koonayil Paravoor, 30-09-08, 4.30 PM at Koonayil Government UPS Paravoor,19-10-08 at Kochalumoodu Harijan Colony, 23-11-08,4.30 PM at Library Hall Koonayil Paravoor and the last beat meeting was conducted on 24-12-08 at Ayiravally temple ground.

BEAT No-IV

(Market,Kottamoola)

Beat level meeting were conducted for the janamaithri beat No-IV on 13-04-08, 5 PM at Kottappuram NSS auditorium. Subsequent meetings were conducted on 28-05-08, 4.30 PM and 17-06-08,4.30 PM at NSS Karayogam building,Kottappuram, 28-07-08, 4.30 PM , 27-08-08, 29-09-08 at NSS Auditorium Kottappuram, 29-10-08 at Manjadimoodu Cross junction,26-11-08,4.30 PM at NSS Karayogam Kottappuram and the last beat meeting was conducted on 26-12-08 at Sauhrida Library Hall, Kottamoola Paravoor.

BEAT NO-V

(Nerukadavu,Thekkumbhagam,Puthiyakavu,Vadakkumbhagam)

Beat level meeting were conducted for the Janamaithri beat No-V on 2-04-08,4.30 PM at Thekkumbhagam auditorium. Subsequent meetings were conducted on 20-05-08, 4.30 PM, 21-06-08,4.30 PM, 25-07-08,4.30 PM and 28-08-08,4.30 PM at Thekkumbhagam auditorium,Paravoor, 25-09-08, 3 PM and 31-10-08 at Smriti Library Hall Thekkumbhagam Paravoor, 24-11-08,4.30 PM at Anganavadi No-95,Vadakkumbhagam Paravoor and the last beat meeting was conducted on 27-12-08 Smriti Library Hall, Thekkumbhagam Paravoor.

BEAT NO-VI

(Town,Attupuram,Puthiyidam)

Beat level meeting were conducted for the Janamaithri beat No-VI on 12-04-08, 4.30 PM at Little flower school. Subsequent meetings were conducted on 22-05-08, 4.30 PM at Kurumandal UPS, 26-06-08, 4.30 PM at Little flower school, and 22-07-08, 4.45 PM at Puthiyidam temple ground,Paravoor and 28-08-08,2.30 PM at Puthiyidom Temple compound, Paravoor, 25-09-08, 4 PM at Little Flower English Medium School,Paravoor, 21-10-08 at Attinpuram, 22-11-08,4.30 PM at Kaladarsini Library Hall Kottappuram Paravoor and the last beat meeting was conducted at Puthiyidam temple ground Paravoor on 31-12-08.

BEAT NO-VII

(Kurandikkulam,Anchal office,Chillakkal,Pozhikkara)

Beat level meeting were conducted for the Janamaithri beat No-VII on 4-04-08, 4.45 PM at Maniyamkulam school. Subsequent meetings were conducted on 25-05-08, 4.30 PM at Kongal Valiyavelichantazhikom temple ground, 24-06-08,4.30 PM at PWD Rest House, Pozhikkara and 30-07-08,4.30 PM at Maniyamkulam school,Paravoor and 26-08-08,5PM at Maniyamkulam School, Paravoor, 25-09-08, 5.30 PM at Aliyar Memorial Library,Chillakkal, Paravoor, 26-10-08 at Munnumoola Club, Pozhikkara, 13-11-08,4.30 PM at Echantazhikam junction Paravoor and the last beat meeting was conducted on 27-12-08 at Pozhikkara seashore.

BEAT NO-VIII

(Maniyamkulam,Puttingal Railway station)

Beat level meeting were conducted for the Janamaithri beat No-VIII on 3-04-08, 4.30 PM at Government Girls LPS Kurumandal. The Superintendent of Police,Kollam attended this meeting. Subsequent meetings were conducted on 27-05-08, 4.30 PM at Kattukulam LPS, 27-06-08,4.30 PM at Kottappuram and 21-07-08, 4.30 PM at Government Girls LPS Kurumandal,Paravoor and 19-08-08 at Government Girls LPS Paravoor, 28-09-08 at Kattukulam Govt.LPS, Paravoor, 25-10-08 at Puttingal Temple Ground,26-11-08,4.30 PM at Government LPS Parvoor and the last beat meeting was conducted on 26-12-08 at Puttingal Temple ground.

After the launching of this projects all the beat meetings were convened regularly. The suggestions and complaints raised in every monthly beat meetings were redressed. Regarding complaints redressed from other departments, necessary letters were send to those departments for necessary action.As per the instructions from the Nodal Officer of Janamaithri Suraksha Project Smt.Dr.B.Sandhya IPS, vide Lr.No.A1(a)/2460/08/APB. Dtd.26-09-08, the complaints and grievances raised in the beat meeting regarding the other departments are preferred to the District Collector through Superintendent of Police, Kollam for further necessary action. All other instructions in the said letter are carried out.

As per the complaint from the beat meting all the petty shops surrounding the schools were raided and removed the tubacco products like Panparag,Shambhu etc.

Complaints in connection with the street lights, waste disposal etc were redressed with the help of Municipal authorities. A cleaning campaign was conducted in Nedungolam Government hospital, Paravoor market and Paravoor bus stand in connection with this project.

A flux board is prepared showing the map of project area and the details of beat officers and the same is supplied to municipal office Paravoor, other one is hung in the Paravoor Police station.

Jagratha Samiti

Jagratha samiti were constituted in each beat area consisting of 10 to 12 members. This committee was mainly constituted for solving the problems of women and children, family problems etc in the beat area.

Co-ordination with private security guards:


A meeting of the private security guards who working in the Paravoor Municipal area were conducted on 24-04-08 at CI office Paravoor. They were properly briefed and instructed to inform the movements of strangers in odd hours to the police station.

Knowing of New Residence and Strangers:

Strangers and outside labours in all beat areas were listed. A separate register is maintained for entering the details of the above persons. The beat officers are closely watching the strangers and new residence in each beat area.

Helping of Senior citizens and physically challenged citizens:

In each beat, the beat officers identified the old age people and physically disabled citizens who were living without their children. A separate register is maintained in this regard. Beat officers are instructed to contact them once in a week and help them.

The Beat Officer, Jacob HC.Q.5004, in the beat No-IV reported that one Remani,age-52,Thuruthilvila veedu,Manjadimoodu Paravoor has bedridden stage and no one to look after her. Her elder son has worked in Army and younger son in a mentally retarded stage. She was aloof in her house without any care and attention. The matter was informed to the Gandhi bhavan,Pathanapuram Kollam. Gandhibhavan Medical and Charitable institution authorities came to her house as per the request of Paravoor Police and shifted her to the Ashramam for further management on 26-09-08. This has got vide publicity in the medias.

The beat officer of the Beat No-III reports that, one 70 yrs aged lady named Sarojini were aloned without any care and attention in her relatives house. The matter was considered and contacted S.S Samiti, Mayyanad which is an institution for rescuing shelter for old age citizens and entrusted the lady to this institution.

Protection of women and children:

A Jagrata Samiti is formed in each beat area. The members of the Jagrata Samiti selected with the help of Kudumbasree unit and ward councilors. This committee is mainly considering and attending the problems of women and children. The problems of women and children in the beat area were identified with the help of women beat officers and those were put under this Samiti and sort out solutions.

Implementation of projects encouraging blood donation and eye donation etc.

A free blood group testing and donation camp organized on 24-08-08 at Kottappuram LPS Paravoor with the help of Blood Bank, Kollam. The camp was inaugurated by Sri.K.P.Kurup,Municipal Chairman, Paravoor Municipality and several municipal councilors and other important dignitaries were attended the meeting. 23 persons including policemen were donated their blood. About 100 persons from the project area were tested their blood group and about 50 persons were tender their willingness to donate their blood. 7 technicians under the leadership of Smt.Dr.Sreekumari attended the camp from Blood Bank,Kollam. After the closing of the camp Dr.Sreekumari had submitted an appreciation letter about the success of the camp. A request had been sent to Rotary Club,Parippally to conduct a free eye testing Camp at Paravoor Janamaithri Beat area. The Rotary Club Parippally consider the matter positively.

Complaint boxes:

In all beat areas, complaint boxes were installed in public places. Key of the complaint boxes under the custody of each beat officers. Beat officers instructed to open the complaint boxes at the end of every week and register the complaint in a separate register and to intimate the petition matter to Station House Officer for disposal.

Victim Support Cell:

A Victim Support Cell constituted for attending the problems of families especially women and children. It consists of 8 members;

The first meeting of the Victim Support Cell were met at NSS Auditorium Kottappuram Paravoor on 23-08-08. The Victim Support Cell decided to meet every month in a pre-announced date for counseling the victims. All beat officers and Assistant beat officers(WPCs) were informed about the cell and instructed them to identify the suitable cases and issues from the families of beat area and put the cases before the cell for better counseling. The details of the constitution of Victim Support Cell were announced in all the beat meetings. They were also briefed about the nature of the cell and requested to utilize maximum service of the cell.

The first sitting of the Victim Support Cell was conducted at NSS Karayogam office Hall, Kottappuram on 21-09-08. All most all the members of the cell participated in the counseling and 4 petitions were attended in the counseling and sort outed.

The second sitting of the cell was convened at the same place on 19-10-08 and 6 petitions were attended in the counseling and sort outed. The 3rd sitting of the Victim Support Cell were convened on 23-11-08 at Kottappuram NSS Hall. All the members of the cell were participated and many cases attended.

Disaster management Cell:

In order to prepare to face the natural calamities and other disasters, an awareness classes were conducted to the selected members of the beat area on 9-11-08 at LPS Kattakulam. This awareness class were conducted with the help of Fire & Rescue Station, Paravoor. The meeting was inaugurated by Sri.N.Anirudhan MLA, Chathannoor and presided over by Sri.K.P.Kurup, Municipal Chairman, Paravoor. Total 76 members were participated. They were trained in rescuing men from Fire and other technicians to help in a disastered situation.

Online facility for sending complaints:

Akshaya centre at Paravoor junction created a new web site www.paravur online.com. We approached the proprietor Shibu to create an e-mail id in the name of police. This e-mail address is being protected from spambots. You need JavaScript enabled to view it is the e-mail id for registering complaints through online. Citizens in Paravoor Municipality can use this facility. Police will act on the complaints then and there.

Awareness programmes conducted:

1. Under this title seminars, group discussions, awareness classes were conducted in schools and other educational institutions.

2. An awareness campaign were conducted for the drivers of autorikshaw and taxi in the Paravoor municipal area on 27-07-08 at Circle Inspector’s office, Paravoor. In this campaign they were instructed ways to help the police for preventing and detecting the offences in this society. They also oriented towards the observation of traffic rules and prevention of traffic accidents.

3. A meeting of the officers of nationalized and other banks, owners of financial institutions, owners of jewelleries were conducted on 31-07-08 at Paravoor Circle Inspector’s office. In this meeting they were oriented regarding the strengthening the security measures. A fruitful discussions were made in order to prevent burglary and other theft in their institutions.

4. Traffic awareness and awareness towards the use of tobacco and other drugs among the students were imparted during the school assembly time.

5. An awareness meeting were conducted at Ozhukupara SC/ST colony in Paravoor police station limit on 11-08-08 at Ramankutty Memorial SC Library Arts & Sports Club Hall regarding the use of liquor, sale and distillation of liquor. Around 108 members from this colony were participated in this meeting.

6. As per the request raised in the Samiti meeting, a conference of doctors and Mangers of the hospitals in the Paravoor area were convened at Paravoor Municipal Hall on 11-10-08 to discuss the feasibility to render Medical Service in round the clock basis, since no Medical facility is available in Paravoor area during night hours. The meeting was presided by Sri.K.P.Kurup, Municipal Chairman, Paravoor Municipality. The meeting decided to render Medical Service in night to the public.

7. A meeting of Private Financiers and Financial institutions were held at Circle office,Paravoor on 15-10-08. In that meeting the details of the private financial institutions were collected and a separate register is maintained. In that meting they were alerted against the cheating towards the public in financial dealings.

8. An awareness campaign were conducted at Harijan Colony,Kochalummoodu Paravoor (Beat No.II & III) regarding the use of illicit liquor and drugs abuse on 19-10-08. In that meeting Dr. Alfred.M.Samuel imparted class on the subject.

9. An awareness class were conducted at Poothakkulam High school on 18-11-08 at 10.30 AM. On this class traffic rules and basic knowledge about laws are taken to the students.

10. An awareness class were conducted at Perumpuzha UPS on 31-12-08,10 AM. On this class traffic rules and evils in the use of Panparag and other tobacco products were taken to the students.

Onam feast:

A Onam feast was arranged at Paravoor Police station on 6-09-2008 as a part of Onam celebration. All the Janamaithri Suraksha Samiti members, Municipal Chairman, Vice Chairman, Councilors and other important dignitaries were invited. Superintendent of Police Kollam , ASP Punalur and other police officers were also attended in the feast.

Environment Protection Camp:

An awareness camp for Environment Protection like illegal sand mining will be organized on 19-08-08 at Friends Club Hall, Peruvila Paravoor. The class will be inaugurated by Dy.Supdt. of Police,Kollam and Professor A. Mohankumar,DB College Sasthamcottah has consented his willing to take class.

Evaluation of the Superintendent of Police,Kollam.

Every second Tuesday of the month, Superintendent of Police, Kollam reviewing the performance and progress of this project and also give necessary instructions to the beat officers and other officers of this project. The next evaluation meeting of the Supdt. of Police,Kollam was on 14-10-08 at DPO Kollam. In that meeting Supdt. of Police assessed and evaluated the performance and programme of this project and gave necessary instructions. The last evaluation meeting of Superintendent of Police Kollam on 11-11-08 at DPO Kollam. In that meeting Supdt. of Police evaluated the programmes and performance. SP Kollam instructed that a “ Janamaithri Kendram” should be opened at the old police station building.

A state level evaluation of this project was done at Kerala Police Academy,Thrissur on 23-09-08. In this meeting Hon’ble Home Minister, Director General of Police, Kerala and other Senior Police officers were participated. Superintendent of Police Kollam, Deputy Supdt. of Police,Kollam, Circle Inspector of Police Paravoor and Sub-Inspector of Police, Paravoor were attended the meeting. In connection with the meeting a souvenir was prepared and the same is given to all Senior Officers.


The Janamaithri tug of war team participated in the District Police Games and Athletic meet conducted at Lal Bahadur Sasthri Stadium on 14-10-08 as a friendly match.

Janamaithri Kendram:

As per the direction from the Nodel Officer of Janamaithri Suraksha Project and Superintendent of Police Kollam, steps being taken to convert the old Paravoor police station building to Janamaithri Kendram Paravoor. The building were neatly cleaned and whitewashed. A board containing Janamaithri Kendram Paravoor will be installed in front of the building. The formal inauguration will done after consultation with the Superintendent of Police Kollam.

This project is a big success in Paravoor Police station. The people welcomed this project with whole heart and they are actively participating this project. After the launching of this project, crime cases especially hurt and accident cases are showing a reducing trend in the project area.
